Run the redundancy map the wrong way and this is what falls out: twenty-five countries and territories, from Sierra Leone and Gambia to Vanuatu and the Solomon Islands, still depend on a single cable for their connection to the global internet.[1] The rest of the world is drowning in redundant paths — the United States touches 167 landing stations and 115 distinct cable systems, Canada 155, Indonesia 143, the United Kingdom 125 — while those twenty-five places have exactly one door to the wider net.[1] When that door breaks, the whole country is offline. Not slower. Offline.
The Red Sea is the internet's most dangerous chokepoint: 14 active systems squeeze through the Bab el-Mandeb strait.[1] The risk stopped being theoretical on 24 February 2024, when the dragging anchor of the sinking cargo ship Rubymar — hit by Houthi missiles days earlier — severed the Seacom, EIG and AAE-1 systems in one pass, degrading roughly a quarter of Red Sea-region traffic. Repairs took months amid Yemeni permit politics.[1] The corroborating record agrees on the shape of the event: damage to AAE-1, SEACOM and EIG was reported on 26 February 2024, hitting 25% of internet traffic between Europe, Asia and the Middle East, with the dragging anchor of the abandoned MV Rubymar the leading hypothesis; as of 13 May 2024 AAE-1 repairs were still pending because the Yemeni government refused permits.[4]
On 6 September 2025 it happened again: SMW4 and IMEWE were cut near Jeddah, slowing internet access across India, Pakistan and the Gulf and pushing up Microsoft Azure latency for hours.[1] Independent reporting confirms the rerun: a series of subsea cable outages in the Red Sea degraded internet connectivity in multiple countries including India and Pakistan, with NetBlocks attributing the failures to the SMW4 and IMEWE cable systems near Jeddah, Saudi Arabia, while Microsoft warned of increased latency due to undersea fiber cuts in the Red Sea.[3] A separate ISOC Pulse analysis of the same September 2025 event independently identifies SMW4 and IMEWE as the systems affected.[2]
By 2026 the arithmetic of laying cable through a war zone had broken. Alcatel Submarine Networks declared force majeure on 2Africa's Pearls extension into the Gulf in March 2026, leaving laid cable unconnected on the seabed and the lay vessel Ile de Batz idle off Dammam; the Raman half of Google's Blue-Raman system, slated to run Mumbai to the Gulf via the Red Sea, is delayed by the same security and insurance pressures.[1] (The force-majeure detail here rests on the Mappr/TeleGeography account alone — worth watching for a second recording as the situation develops.)
Some single-cable places are islands in the truest sense. The Matsu Islands, off the coast of Fujian, have been cut off from the internet more than 20 times in five years, most recently in April 2026.[1] The pattern is documented: in February 2023, two submarine cables between Matsu and Taiwan island were completely cut, affecting residents' communication services.[6] The fix is a resilience cable — Taiwan-Matsu No. 4 — which sits in the 2026 build class alongside Google's Nuvem, Meta's Anjana and the Medusa system.[1] For the islands, redundancy is not an upgrade; it is the difference between a choppy video call and silence.
The most extreme case is an island and a company. Saint Helena owes its fiber to Google's Equiano.[1] The cable's first shore landing was on Saint Helena in 2021 — the first undersea cable to connect the island to the internet, which previously relied only on satellite links.[5] Equiano was eventually launched by Google in September 2022.[5] One cable, one hyperscaler, one island: a national connection whose single point of failure is also a corporate balance sheet.
The thin tail of the map is not random. Parts of Africa rely on a limited number of submarine cables for international connectivity, making outages and disruptions particularly impactful.[2] When the handful of paths a continent has are themselves few, every cut is a national event.
Installment 11 watched the shore and installment 12 counted the repair ships. This is the road that never got a second lane: twenty-five countries where redundancy never arrived. The scarce good is not bandwidth but choice-of-path — the ability to route around one broken cable, one dragged anchor, one missile.
Single-cable status is usually a market decision before it is a technical one — small populations, low revenue per user, a business case for one cable and no more. The Red Sea reruns and the Matsu cuts show the same lesson at every scale: the internet's weakest points are geographic, not digital, and the countries that can least afford an outage are the ones most likely to have exactly one way out.[1]
