Warships watch the Baltic, but the actual business of fixing a broken cable belongs to a much smaller, older, quieter workforce: the repair ships. In late August 2026, India announced it wants a fleet of its own.[1] The reason is a number that should worry every country with a coastline and a data centre: the world's cable repair fleet is simultaneously aging out and being asked to do more.

India currently has no Indian-flagged or Indian-owned cable repair vessel and depends entirely on foreign fleets based in Singapore and Dubai.[1] A July analysis from the Takshashila Institution put that dependence at four to five months of typical repair turnaround, calling the lag dangerous during periods of geopolitical tension, when foreign vessels may be unavailable.[1] The analysis is part of the paper Navigating India's Subsea Cable Governance, published by Takshashila on 20 July 2026.

The shortage is global, not just Indian. A study commissioned by the SubOptic Association has estimated that 47 percent of the world's submarine cable repair fleet will be approaching the end of its typical 40-year service life by 2040, even as annual repair demand is projected to rise and deployed cable length grows.[1] The same study put the cost of upgrading the global repair and maintenance fleet at roughly USD 3 billion over 15 years.[1] More cables, more cuts, and a fleet that is mostly outliving its working life.

the acute case: India

India depends on two service providers for repairing subsea cable, based in the UAE and Singapore, and it takes an additional 10-12 days just to get them to the concerned location for repairing a cut.[2] With an estimated 7-10 cable faults annually, limited global capacity creates bottlenecks, particularly when vessels are deployed elsewhere.[2] The industry's own warning, preserved in the coverage: "In a worst-case scenario, targeting subsea cables is one of the easiest ways to cripple a country's digital infrastructure."[2]

The concentration problem from installment 11 recurs at the landing level. At least 13 of India's roughly 18 intercontinental subsea cables converge along a roughly six-kilometre stretch of Versova beach in Mumbai, and policy analysts, including Takshashila, have flagged that concentration as a single point of failure.[1] Cable landing stations are heavily concentrated in Mumbai and Chennai, particularly in narrow clusters such as Versova, creating potential single points of failure.[2] Meanwhile the imbalance is stark: the country generates nearly 20% of global data, but its processing capacity is just about 2%.[2]

India's repair options are the same menu every aspiring repair nation faces: retrofit, build, or buy. Two Indian Navy diving support vessels launched in 2022 for deep-sea submarine rescue have been floated as candidates for conversion into cable repair ships, an approach that could move faster than commissioning new vessels (a new build typically takes three to four years).[1] A confidential public sector study is said to have put the cost of indigenous vessels and repair infrastructure at roughly Rs 3,000 to 4,000 crore.[1] The hard industrial truth behind the price tag: there is no domestic production of the repeaters and armouring that a cable needs, and only a small handful of global suppliers make them.[1]

The government's informal internal timeline broadly tracks what independent analysts have already proposed. The Department of Telecommunications is developing a single-window portal meant to bring repair agencies onto a common platform and streamline the repair approval process.[1] The Takshashila paper called for a sovereign Indian repair fleet, built through public-private partnership and in place by 2027, alongside a national subsea cable masterplan and single-window clearance for trusted operators.[1]

the quieter nationalisation of resilience

India is not alone in treating the repair ship as strategic infrastructure. Finland has applied for 9.55 million euros (US$11.25 million) in funding from the European Commission to reinforce its undersea cable repair capacity, in an application coordinated by the Finnish National Emergency Supply Agency with partners in Finland, Sweden and Estonia — aimed at shortening repair times in both normal and emergency conditions.[3] The Baltic Sea region has been on high alert for sabotage after a string of outages of power cables, gas pipelines and telecoms fibre, and subsea infrastructure is also subject to technical malfunction.[3] The funding decision is expected in autumn 2026.[3]

The cost of delay is not theoretical. When cables were cut in the Red Sea in 2025, Microsoft warned Azure customers that undersea fibre cuts can take time to repair; those cables carry an estimated 17% of the world's internet traffic, connecting Europe and Asia.[4] A repair ship that needs months to arrive is a latency spike not in milliseconds but in weeks.
