a blockade ends on a handwritten promise; the court orders courts; three attacks on one corridor; nine mlas write to the home minister

verifiable · cited · neutral

Part of the Manipur Crisis Chronicle. Every claim carries a cited source; contested numbers are shown with their dates, never merged. This installment covers August 2026 — the month a blockade was lifted on a handwritten promise, three attacks along one hill road killed nine people, and a Deputy Chief Minister wrote to the Centre demanding action against another.

August 2026 is a month of two movements running against each other. On the highways, the Kuki CSO Working Committee lifted its 16-day counter-blockade on a government promise written by hand, and the wheeled traffic of the state moved again. On the Imphal–Tamei road corridor of Kangpokpi, the violence that the blockade was meant to answer grew wider, with three separate attacks killing nine people across the month, and a fourth attack crossing into September. The politics followed the second movement: nine Naga MLAs, including one Deputy Chief Minister, wrote to the Union Home Minister demanding the arrest of another Deputy Chief Minister's husband — and threatened their support for the government they sit in.[473]

## The road, reopened

The month opened under the blockade economy documented in installment 039. On August 10, Chief Minister Yumnam Khemchand Singh reviewed the security situation along the National Highways, while a state government delegation held a meeting with the United Naga Council (UNC) to persuade it to lift its "economic blockade" for the resumption of bus services.[478] The next day, a partial break came from the Kuki side. The Kuki CSO Working Committee (WCKCSO), Ukhrul, lifted its 16-day counter-economic blockade and total shutdown along the Imphal-Dimapur National Highway (NH-2) on Tuesday, August 11, after a government-brokered meeting.[474] More than 460 goods-carrying vehicles, mostly trucks stranded for nearly two weeks, resumed their journey towards Ukhrul.[474] The blockade had been enforced from July 27 and escalated into a total shutdown from August 5, reportedly in response to a selective blockade targeting the Kuki-Zo community.[474] The meeting was held at Shangkai Village in Ukhrul district under the directive of the Chief Minister, with a delegation led by Home Minister Konthoujam Govindas Singh and BJP MLA Thokchom Radheshyam Singh.[474] A handwritten agreement was executed between the WCKCSO and the government delegation, under which the government undertook responsibility for ensuring the safety and security of NH-2 and preventing any blockade or disturbance by any group.[474] The government informed the delegation that the Tangkhul Naga and Meitei groups concerned had agreed to end the selective blockade.[474] The Naga side's own blockade did not end with the Kuki counter-blockade; the UNC's economic blockade remained, and the delegation's August 10 meeting shows the government still negotiating its withdrawal.[478]

## The court, back at the ledger

On August 10, the Supreme Court proposed Special Courts to exclusively hear Manipur ethnic violence cases investigated by the CBI and the NIA.[470] A Bench headed by Chief Justice of India Surya Kant made a request to the Chief Justice of the Gauhati High Court to constitute Special Courts, separately to hear CBI and NIA cases linked to the 2023 Manipur violence on a day-to-day basis.[470] "Having regard to the total number of witnesses proposed to be examined, we request the Chief Justice of the Gauhati High Court to consider the feasibility of allowing the CBI/NIA court to exclusively deal with Manipur-related cases. Other cases be transferred to some other court," the Court said.[470] The New Indian Express reported the same day that the bench — Chief Justice Surya Kant and Justices Joymalya Bagchi and V. Mohana — said one court will be for CBI cases, while another will try cases lodged by the NIA.[478] "Our concern is whether these courts are dealing exclusively with CBI and NIA cases arising out of the Manipur violence, or whether they are also dealing with other cases," the bench said.[478] The Additional Solicitor General submitted that out of the 31 cases investigated by the CBI, final reports were filed in 27, including 22 charge sheets and five closure reports, with four cases still under investigation.[470] The ASG said the NIA had investigated a total 30 cases, of which chargesheets were filed in 15 while the remaining 15 were still under investigation.[470] The CBI's status report had revealed that out of 904 witnesses in the CBI cases, 891 were yet to be examined.[470] The Supreme Court took suo motu cognisance of the issue after a video of two women being paraded without clothes amid the violence went viral.[478] This proposal is the procedural fulfilment of the special-courts idea the Court tentatively floated on July 24 in the hearing documented in installment 039.[461]

## The three attacks

Attacks returned to the Leimakhong–Langka corridor in the middle of the month. On Friday, August 14, alleged Kuki extremists attacked Langka Naga village in Kangpokpi district, killing two people and injuring two others.[468] The Working Committee of Tangkhul Naga Long (WC-TNL), an apex body of the Tangkhul community, claimed that 50 gunmen, backed by extremist groups the Kuki National Front (KNF) and the Kuki Revolutionary Army (KRA), attacked the village at around 7.30 a.m.[468] The WC-TNL said the Naga men killed were identified as Wiriliangbou Chawang, 35, and Kawidinang Abonmai, 54, while the injured were Maliangjinang Abonmai, 50, and Namthiulungbou Prinmai, 45.[468] The Naga organisation said the KNF and the KRA engaged in armed violence against the Nagas after Chief Minister Yumnam Khemchand issued a 15-day deadline for armed volunteers to surrender their weapons.[468] Condemning the attack, the Liangmai Naga Council, Manipur, declared an immediate "total shutdown" across all Liangmai Naga-inhabited areas of the State until further notice.[468] The Hindu noted the incident marked the return of violence to the restive State, and that the same Friday saw security forces recover more than 2,000 live rounds of ammunition and five firearms, including three INSAS rifles, during a joint search operation in Kakching district.[468]

Two weeks later the corridor turned again. On Thursday, August 27, armed miscreants allegedly ambushed Naga civilians along the IT Road, leaving at least four people dead, one injured and another missing, according to sources.[471] The incident reportedly occurred around 8:30 am between Makui Ashang and Thanamba Naga, an area considered an important route for Naga communities residing along the IT Road.[471] The India Today NE report noted the incident had not been officially confirmed by the police at the time of reporting.[471] The Naga MLAs' later letter fixed the toll as four Naga men killed in the IT Road ambush on August 27.[473] Nagaland Post, reconstructing the sequence in September, said four villagers of Makui village were killed in an ambush on a vehicle by suspected militants at a place between Makui Ashang and Thanamba villages along the IT Road, roughly six days before its own September 1 report.[477]

On Monday, August 31, an attack at Teikhang, a Kuki village in the same Kangpokpi district, killed three persons, including two women, and injured four others, with at least two houses reduced to ashes.[477] The Hindu's September 1 dispatch describes the four-village attack the next day as coming "less than 24 hours after three Kuki villagers were killed in the vicinity".[476]

## The letter

On August 29, nine Naga MLAs wrote to Union Home Minister Amit Shah.[473] Five of these MLAs, including Deputy Chief Minister Losii Dikho, are from the Naga People's Front, two are from the BJP, one from the National People's Party, and one is an Independent.[473] The TNIE adds that the MLAs issued a veiled warning that their support for the BJP-led state government could be at risk if the Centre failed to act on their demands.[472] The letter was hand-delivered on Monday, August 31: "The letter was hand-delivered today (Monday)," said Dikho.[473] In the letter, the MLAs demanded the arrest of Kuki-Zo leaders who publicly claimed responsibility for the killing and dismemberment of six Naga civilians, as well as Thangboi Kipgen, head of the insurgent group Kuki National Front (Presidential faction) and Nemcha's husband.[472] "Initiate action against Deputy Chief Minister Nemcha Kipgen as her office is colluding with the Kuki militant group led by her husband Thangboi Kipgen…" the letter read.[473] The TNIE report quotes the letter as signed by eight MLAs; its own headline and The Hindu both count nine — shown, not merged.[472][473] The Naga MLAs further demanded the immediate abrogation of the Suspension of Operation agreement that the Centre had signed with 25 Kuki-Zo rebel groups in 2008, citing alleged repeated violations and acts of terror against civilians.[473] "When the mutilated bodies of the six Naga men are still unclaimed in protest against the non-arrest of the perpetrators, another four Naga men were mercilessly killed in the IT road ambush on August 27, carried out by the Kuki militants," the MLAs wrote.[473] They warned that if action were not initiated, they would be "unable to defend or adequately respond to the challenges raised by the public concerning our continued support to the Government of Manipur."[473] The Hindu adds the arithmetic of the demand: Manipur had 10 Naga MLAs, and one of them, N. Kayisii of the NPP, died in January 2025.[473]

## The cusp: census, strike, four villages

August closed with a decision and a strike. The Centre deferred the Census exercise in the State on Monday, August 31, 2026.[476] The Campaign for Justice and Fair Delimitation (JFD) — the movement demanding an NRC before the Census — enforced its 24-hour general strike on Tuesday, September 1 regardless, affecting normal life across the five Imphal Valley districts.[476] The organisation proceeded with the strike, maintaining that the Registrar General of India should make the deferment formal through a gazette notification.[476] On the same day, unknown extremists attacked four Liangmai Naga villages along the Imphal-Tamenglong Road in Kangpokpi district, less than 24 hours after the three Kuki villagers were killed at Teikhang.[476] According to the TNL, the assailants shot at and critically injured Luithuibou Newmai, the pastor of Tapon village, and torched several houses in the affected villages till early afternoon.[476] "The coordinated armed attacks on four Naga villages were carried out by the KNF-P and KRA cadres led by Jangboi Kipgen, who is also the home secretary of the United People's Front, an umbrella organisation of Kuki-Zo militant groups operating in Manipur," the TNL said in a statement.[476] The name appears as "Thangboi Kipgen" in the MLAs' letter and "Jangboi Kipgen" in the TNL statement — a spelling variance shown, not merged, across sources.[472][476] The TNL went further, alleging demographic intent: "The modus operandi of the migrant Kukis unleashing repetitive armed offensives within the jurisdiction of Kangpokpi (district) is clearly intended to effect a demographic change. The landless Kukis are utilising and employing this pattern of attacks to establish their hegemony over the ancestral land of the Nagas by uprooting us from our homes."[476] Nagaland Post named the four villages — Pipuram, Makui Khunjao, Tapon and Thonglang Akutpa under T Waichong subdivision — and said over 100 houses of the Liangmai tribe were affected, with attacks beginning around 4 am at Pipuram and neighbouring Makui village.[477] It was during the attack at Tapon village that the pastor sustained bullet injuries.[477]

## The six deaths, four arrests

Just past the month's border, the Home Minister closed part of the arrest ladder left open in installment 039. On September 3, Govindas Konthoujam told the Manipur Assembly in Question Hour that four suspects had been arrested for the abduction and brutal killing of six Naga civilians in Leilon Vaiphei.[475] The identities of another four individuals involved had been identified, and they were still on the run.[475] Konthoujam explained that two initial arrests led to two subsequent detentions, and the four suspects had named four additional accomplices.[475] The Home Minister clarified that the accused police constable was cleared of involvement, with records proving he was on official duty during the incident; on the KNF-P leadership, he stated that current NIA findings had not confirmed any links to the militant group.[475] The case stems from the May 13, 2026 incident in which 18 Liangmai Naga civilians returning from a wedding were abducted; 12 were freed, but six were later found dead.[475] The count now reads: a couple arrested on July 10, two more on July 18, and — by the Home Minister's account in September — four in custody with four more identified.[462][463][475]

## Bias & provenance watch

Tone scans on three clusters this month found near-zero label variance — the constant is a register split by outlet function, not by lean: The Hindu names legal-administrative facts with the "ethnic violence" term, TNIE avoids framing terms entirely, and statement-carriage outlets carry the speakers' own language — the TNL's "demographic change" and the MLAs' "colluding". No riot, genocide or civil-war label appears in any fetched piece of the month's coverage. The August 14 conflict in victim details — The Hindu's ages against other outlets' versions seen in search results — is noted and not merged, with The Hindu's figures the only quoted record. The SC hearing numbers (CBI 27 of 31; NIA 15 of 30) appear identically in both fetched outlets because both carry the Centre's own submission, not because they are independent counts. The month's two dominant framings — "the road reopened" and "the letter that split the government" — were set respectively by the government side's account of the agreement and by the Naga MLAs' own letter; no Kuki-Zo statement on the Langka or IT Road attacks was captured this run, a provenance gap to revisit.
