# 038 — June 2026 · the admission

*Part of the Manipur Crisis Chronicle. Every claim carries a cited source; contested numbers and dates are shown side by side, never merged. This installment covers 8–25 June 2026.*

The month opened where the May record closed: the Leilon Vaiphei hostage chain, with the May ledger at six Naga men missing and fourteen Kuki men claimed still held.[450][455] By the end of the first week, nearly every term of that ledger had collapsed: on 9 June the last fourteen Kuki-Zo hostages were released by Naga village guards, and on the morning of 10 June security forces recovered six bodies believed to be the missing Naga men.[455][456] The recovery triggered a second wave — an NPF party office burned, a shutdown, a charter of demands naming a ceasefire signatory and the Deputy Chief Minister, and, on 25 June, the first known public admission by any Kuki body of responsibility for the six deaths.[449][450][454] The hindcast of May's arithmetic against June's outcomes is the analytical spine of this installment.[448][455]

## 9–11 June — the exchange that killed

On 9 June, the United Naga Council and the Naga People's Organisation handed 14 Kuki-Zo civilians over to a police station in Senapati district, ending almost four weeks of captivity.[456] Christian Daily International reports the release was made by "Naga village guards, informal, village-organized defense groups," who had held the fourteen "for 27 days," on humanitarian grounds and on appeals from church bodies led by the Baptist World Alliance.[455] Nagaland Chief Minister Neiphiu Rio, whose X-post welcomed the release, appealed the same day for the six Naga men to be freed in the same reciprocal and humanitarian manner.[456] The following morning, after a search involving about 450 security personnel, the bodies of six Naga community members abducted on 13 May were recovered from a forested area in Kangpokpi district.[449][456] The recovery date is contested across this installment's sources: 10 June is carried by The Hindu's NPF-office dispatch, IANS and satp[449][456][459], 11 June by The Hindu's KZC-admission piece and Northeast News[450][454], and 12 June by The New Indian Express's KZC piece.[451] The recovery location is likewise contested: near Kharam Vaiphei village, a predominantly Kuki-Zo settlement in the Saitu-Gamphazol sub-division (IANS, Northeast News)[454][456] versus near Leilon Vaiphei (Christian Daily, satp).[455][459] Both conflicts are shown, not merged. The dead — Rev. Dr. Manu Thiumai, pastor of Leimakhong Baptist Church, his brother Dilip Thiumai, Pastor Kenpibou Chawang, Phenrongwi Thiumai, Kaliwangbou Abonmai and Ch. Phenrilung — were taken to the Jawaharlal Nehru Institute of Medical Sciences mortuary in Imphal in the early hours of 11 June.[455][457][459] Liangmai Naga Council president Timothy Wizunamei told ANI: "It took them 28 days to bring the dead bodies here. We are very disappointed with the way the government has acted."[457] The United Naga Council called a 24-hour shutdown, which paralysed the Naga-inhabited hill areas on 11 June; in Imphal, hundreds of protesters gathered outside the mortuary and were dispersed with tear gas.[449]

The same Wednesday night, a mob stormed the office of the Naga People's Front in Senapati town, about 60 km north of Imphal, and set its furniture on fire.[449] ANI reported the NPF Manipur headquarters in the Liangmai Taphou area was set on fire on Thursday.[457] The Hindu's reading of the motive is explicit: the perception that NPF leader and Nagaland Chief Minister Rio had played a key role in the release of the 14 Kuki hostages without securing the release of the six Naga men.[449] The NPF is a BJP ally in Manipur with five MLAs in the 60-member Assembly.[449]

## 12–14 June — the charter and the first official blame

On 12 June the United Naga Council sent a charter of demands to Union Home Minister Amit Shah accusing the Kuki National Front-President group — a faction party to the Suspension of Operations ceasefire — of carrying out the killings.[455] The charter also named the chief of Leilon Vaiphei, other villagers, and a serving Manipur police officer, Thanggilian Vaiphei, and demanded that KNF-P be declared a terrorist organization, that the SoO agreement be scrapped, and that Deputy Chief Minister Nemcha Kipgen be removed from office, citing her marriage to the group's president.[455] Kuki Inpi Manipur has denied the allegations, and as of 15 June the Manipur home minister said identification of the six bodies was complete but handover was delayed while the government weighed the UNC's demands.[455] On 14 June, Deputy Chief Minister Losii Dikho, who is Naga, became the first government official to publicly assign blame, telling reporters that an SoO-affiliated Kuki group was responsible, and appealing to Prime Minister Narendra Modi to rein in such groups.[455]

## 13–17 June — firing on both sides of the new line

On 13 June, firing was reported from Langka, also known as Taniuluang, a Zeliangrong Naga village in Kangpokpi, at about 8.40 a.m.; no human casualties were reported, and the Langka Village Authority alleged the involvement of KNF-P cadres and of the non-SoO Kuki National Front, an allegation The Assam Tribune notes could not be independently verified.[458] In the same week, Christian Daily International records a Kuki-Zo farmer, Haogin Lhouvum, shot dead on 9 June while working in a paddy field near Lasan on the Kangpokpi–Tamenglong border, and a Kuki-Zo village volunteer, Jangngam Hangshing, killed four days later during Lhouvum's funeral in a separate ambush nearby — the second attributed by Kuki groups to the NSCN-IM and an allied faction.[455] On 11 June, two Kuki men, a church deacon and a youth leader, were killed and homes burned in Kultuh village, Kamjong district; the Eastern Kuki Chiefs' Association said the attackers belonged to an armed Naga group, while the Eastern Command Naga Village Guard blamed an armed Kuki group in conflict with another Kuki extremist group over area domination along the international border.[449] The Hindu reported the two killed included a woman; the attribution contest is shown, not merged.[449]

On 15 June, gunfire near the border of Leilon Vaiphei and Konsakhul left three young Kuki-Zo men wounded.[455] Kuki Inpi Manipur blamed NSCN-IM and an allied faction; Naga residents said they had been fired on while working in their fields and that a village guard had returned fire.[455] The three wounded men became the centre of a hospital standoff: crowds including Meitei and Naga residents gathered outside the Regional Institute of Medical Sciences in Imphal for two nights alleging the men were militants, security forces used tear gas and baton charges after protesters tried to storm the building, and early on 17 June the three were quietly moved under heavy security to a hospital in Churachandpur.[455] The EastMojo coverage of the 15 June attack, among the month's first local reports, was a rate-limited shell on fetch and could not be quoted — the gap is flagged, not fabricated.

## 16 June — the vigil and the disputed encounter

Thousands gathered in Senapati, a Naga-majority district, on 16 June for a candlelight vigil for the six slain men; Naga People's Organisation president Kuba Peter told the gathering the men "were beheaded, cut into pieces, and left beyond recognition."[455] The same day, a joint patrol of the Assam Rifles and the Indian Army exchanged fire with suspected militants between Molphei and Songkong villages in Henglep, Churachandpur district.[455] Police said one militant was killed and an assault rifle, ammunition and explosives were recovered; the Songkong Village Authority and a local coalition called the Joint Kuki CSOs Henglep disputed that account entirely, identifying the dead man as Lenminsang Haokip, a local resident who had stayed home that day due to illness.[455] Both groups, along with Henglep MLA Letzamang Haokip, alleged that after he was shot his civilian clothing was removed, his body dressed in military fatigues, and he was taken away by security forces — raising what the MLA called serious questions about whether the death was staged to resemble an encounter; he demanded a judicial inquiry.[455]

## 25 June — the admission

The Kuki-Zo Council, the apex body of the Kuki-Zo tribes, admitted on 25 June that members of their community executed the six Liangmai Naga villagers.[450] Chairman Henlianthang Thanglet, in a video circulated widely online and reported across outlets, said the killings were done "out of emotion": "I agree that the Kuki-Zos made a great mistake by killing the six Naga civilians," he told the press in one account, and "The Kuki-Zo people made a great mistake in the killing of six 'Kacha Nagas,' civilians, which was made out of emotion. I really regret it," in another.[451][454] The Hindu described the admission, made in the company of spokesperson Ginza Vualzong, as the first known public expression of regret by any Kuki individual or civil society organisation over the killings.[450] The New Indian Express reports Thanglet traced the conflict between Kukis and Nagas to the assault of a Naga civilian in the Litan area of Ukhrul district in February 2026.[451] The same day, NE News noted an online petition demanding an independent investigation that had attracted more than 50,000 signatures.[454]

## The ledger of the month

The NIA timeline is itself a contested record: The Hindu's KZC piece states "On June 8, the National Investigation Agency took over the probe into the killing of the three Thadou church leaders,"[450] while IANS and Christian Daily report the state had already handed both the 13 May ambush and the abduction cases to the NIA in late May, with the Chief Minister stating the handover had happened "earlier".[455][456] Both readings are shown, not merged. Four arrests in the abduction case had been made by late May, but as of 15 June no one had been arrested over the ambush or the deaths of the six Naga men.[455] Elsewhere in the security ledger: satp's update records a KYKL cadre, Khoirakpam James Singh, arrested on 8 June near Moreh, and a KCP-T cadre, Haobijam Haridas Singh, arrested on 9 June near the JNIMS main gate — ledger items on the valley militancy front, not the Kuki-Naga one.[459] In Kangpokpi, search operations on 17-18 June at Leilon Vaiphei, Leilon Khunou, L Munlui and Konsakhul destroyed thirty bunkers, outposts and camp sites and recovered eleven 12-bore single-barrelled breech-loading guns, 294 live rounds, two packages of gunpowder, 34 empty cases and six bulletproof vests; four people were detained for verification.[452] The United Naga Council and several Naga and Meitei organisations demanded the abrogation of the Suspension of Operations agreement between the Centre and 25 Kuki-Zo armed groups.[450] Wikipedia's Leilon Vaiphei article records that "the Naga groups blamed Kuki National Front-President faction for the killing of hostages and imposed a months-long blockade on Kuki-Zo villages."[448]

## Own analysis — the hindcast of May's ledger

May's record closed on an asymmetry: six Naga men missing, fourteen Kuki men still held, and every named suspect in the abduction case Kuki.[442][443][448] June resolved both asymmetries, in opposite directions. On 9 June the fourteen Kuki-Zo hostages were released by the communities that held them[455][456]; on 10 June the six Naga men were found dead, and the interrogatories of the month — KNF-P accused in the UNC charter, an SoO-affiliated group blamed by a government official, an unnamed group admitted at last by the Kuki-Zo Council — all point at the side that had lost none of its own.[450][454][455] The KZC admission is the chronical's first recorded instance of a Kuki body accepting responsibility for a killing in this axis, and The Hindu's "first known public expression of regret" frame is the one the record supports.[450] The competing claim that must also be held: the May ambush that started the chain was itself blamed by Kuki-Zo organisations on armed Naga groups, primarily NSCN(IM)[450], and each accusation in June was matched by a denial.[455] The real gap in the month's record is not the blame — it is the forensic detail: which men died when, on whose order, and whether the single gunshot the released women say they heard on the night of 13 May matches the medical evidence, none of which this installment's sources establish.[455][unverified] The blockade Wikipedia records against Kuki-Zo villages, if it holds into the coming months, will be the second structural echo of the 2023 valley-hills divide — the same instrument, a new line.[448][unverified]

## Bias & provenance watch

- Register split is again by outlet type, not by lean: The Hindu and The New Indian Express carried wire-style event reports; Christian Daily International, a religious news outlet, carried the most granular detail (names, dates, church mediation, the Henglep dispute), and is the month's de facto primary narrative source — a single-outlet dependence flagged, not hidden.[450][451][455]

- The date conflicts (bodies recovered 10 vs 11 vs 12 June; NPF office Wednesday night vs Thursday) are within and across outlets, including two different dates in The Hindu itself — shown, not merged.[449][450][451][454][455][456][457][459]

- The headline verb of the month's biggest story is uniform — "admits/admission" across Hindu, NIE, NE News — but the quoted wording of the admission differs between outlets ("I agree..." vs "The Kuki-Zo people made a great mistake..."), reflecting the same video transcribed differently.[450][451][454]

- First-draft question: no source in this set establishes which outlet aired the admission first; the three 25 June reports are treated as simultaneous.[450][451][454]

- EastMojo's 15 June Leilon Munlui firing report was rate-limited on fetch (manifest entry, registered uncited); the firing itself is carried second-hand via Christian Daily.[455]

- Mastodon perception sample (22 September 2026, mstdn.social + mas.to, 80 posts, saved with timestamp): the tag stream is dominated three months later by the NRC-before-census agitation and by continuing Naga-Kuki axis items — a Naga youth killed at Tamei, NRFM arrests, four Kuki-Zo civilians killed in Tamenglong and Noney — consistent with the axis this installment documents; only two network-monitoring bot posts (IODA disruption reports) were observed, no astroturfing pattern. Label: perception/opinion data, not factual evidence.

- Wikipedia multi-angle: the Leilon Vaiphei article is Start-class, no protection banner, no editorial dispute on its talk page (2026-09-22 check), and carries the June resolution in one dense paragraph with Reuters and EastMojo among its sources — the same quality combination previously noted; the main Manipur conflict article remains extended-protected.[448]
