## Muivah's return (October 14-29)

The month's dominant event was not about the Meitei-Kuki divide at all.[297][298][297][298] On October 22, Thuingaleng Muivah, the 91-year-old general secretary of the National Socialist Council of Nagalim — NSCN (I-M) — flew into his native Somdal village in Manipur's Naga-dominated Ukhrul district: his first homecoming since he left in 1970 to fight for an independent Naga homeland.[298] Preparations had run for a week, with a notable record attached: fifteen years earlier, in May 2010, the Centre had cleared a visit the Manipur government then thwarted near the Nagaland-Manipur border, about 120 km short of the village, over the NSCN (I-M)'s "Greater Nagalim" demand.[297][298] The Hindu's pre-visit dispatch recorded the community's register — "The much-awaited homecoming of Avakharar (honorific in the Tangkhul dialect for Mr. Muivah) to Ukhrul and his birthplace, Somdal, is a matter of immense joy for every Tangkhul soul" — and the 90-year-old leader's own framing left the armed struggle intact.[297][298]

His speech, read out because he was "not in the best of health", kept the demand whole: "We have not surrendered the free existence and sovereignty of Nagalim, and we shall defend the sovereign national decisions of Nagalim to the last, come what may."[298] On October 29, addressing a rally in Senapati on his way back to Nagaland, he specified the only acceptable frame: "The only honourable negotiated political agreement shall be according to the letter and spirit of the Amsterdam Joint Communiqué and the Framework Agreement (August 2015), and the officially recognised Nagalim unique history, Nagalim sovereignty, Nagalim territory, and the Naga national flag, and the Naga national constitution."[299]

Three things stand out in the record: the visit happened at all (an NSCN (I-M) leader physically inside Manipur, half of whose hills are Naga-dominated, for the first time since the movement's armed phase); the Manipur government of 2025 took no publicly reported position against it, where the 2010 Congress government had physically stopped him[298][299]; and the sovereignty restatement came just weeks after the United Naga Council's trade embargo against the border fencing (029).[280]

## The formation push (October 4-14)

Alongside the homecoming ran an argument about who governs.[294][294] On October 4, former chief minister N.[294] Biren Singh and three BJP legislators left Imphal for Delhi "to meet central leaders and press for the formation of a popular government in the State"; Biren's stated agenda: "We are going to apprise central leaders about the prevailing law and order situation in the State.[294] We also want to inform them about the formation of a popular government, issues related to internally displaced persons (IDPs), and highway-related matters." Party sources said they were scheduled to meet BJP Northeast in-charge Sambit Patra and seek an appointment with Amit Shah.[294]

On October 11, three MLAs returned saying they had been "given assurance that a popular government will be formed soon", with legislator Karam Shyam adding "No tentative timing for government formation is given, but it could be by November"; at least 26 BJP MLAs, including Biren and Speaker T.[296][296] Satyabrata Singh, had camped in Delhi for more than a week, and MLA Th.[296] Shyamkumar had said before leaving that he would consider resigning if the delegation failed to meet the PM and the home minister.[296]

Biren amplified the claim on return, on October 14: "After the imposition of the President's Rule, the law and order situation has improved" — and, against the Congress, "One party earlier constantly said that the government must be ousted.[293][295][300][293][295][300] Now they are demanding the dissolution of the assembly.[293][295][300] We are not going to do what that party wills.[293][295][300] We will pursue what the people want."[300] The chronicle keeps this as a claim against its own record, not a finding: the same month's file contains the Chandel convoy attack, a banned-outfit chief's arrest, two IEDs in Jiribam and the ambush investigation — the pattern of 027/028, where official "improvement" statements sit beside documented violence without any outlet adjudicating the two.[295][293][306][307]

## The ambush's October turn (September 27 / October 6)

The September 19 Assam Rifles ambush (029) moved from "militant attack" to "possible contract killing".[310][310] A September 27 India Today NE report, a backfill for last month, added two PLA arrests: Thongram Sadananda Singh alias Ngachik alias Purakpa (18), formally arrested, and S/S Lt Corporal Chongtham Mahesh alias Momo alias Amo Singh (51), a PLA member since 1990, apprehended in Guwahati with the Guwahati Crime Branch.[310]

On October 6, ITNE reported the wider crackdown: 15 PLA cadres arrested, with the two prime accused identified as Sadananda Singh alias Purakpa (18) and Khomdram Ojit Singh alias Keilal (47), both taken within 72 hours of the ambush.[307] The victims' names entered the record — Naib Subedar Shyam Gurung and Rifleman Ranjit Singh Kashyap — and the route detail carried significance: the vehicle was ambushed "along the Patsoi–Nambol route, an area where the Armed Forces Special Powers Act (AFSPA) is not in effect and road security is handled by the CRPF."[307] Two claims stand out, both flagged not-merged: weapons seized in the operations are "believed to have been looted from a police armoury during the early phase of ethnic clashes in 2023, indicating that arms originally used in communal conflict are now resurfacing in insurgent attacks"; and intelligence "suggest[s]" the PLA's central leadership "neither sanctioned nor was aware of the attack", exploring "the possibility of a politically motivated 'contract operation' aimed at destabilising Manipur under President's rule or discrediting efforts to restore normalcy." The PLA had not claimed responsibility — "a rare deviation from its decades-long practice of owning its operations" — and investigators are also probing "whether the PLA has received political backing" as the UNLF's truce sharpens scrutiny.[307] The same report carried a reminder of how the September arrest story had been told: the 23 September capture of Khundongbam Ojit Singh (029)[289] is separate from the 47-year-old Khomdram Ojit Singh named here — two individuals, same diminutive, kept distinct per source.

## The Chandel flashpoint (October 1-3)

Two districts recorded the friction of a state under President's Rule.[295][305][295][305] In Chandel on the night of October 1, a Manipur Police convoy was stopped at Longja village — "Kuki women stood before the convoy and prevented the vehicles from advancing", windshields of several vehicles damaged, one belonging to the additional SP; "Several Kuki organisations suspect that the police are biased towards the Meitei community."[295] The raid itself was the trigger: police said the October 1 operation in T Kotlen village targeted "a suspected drug kingpin" who escaped; the United Kuki Liberation Front (UKLF), an SoO-signatory group, called it "a serious act" and warned it would not remain a "mute spectator".[305] The two reports split cleanly: The Hindu set the scenes (women blocking the convoy, the bias suspicion, the "At least 260 people were killed" toll); ITNE carried the outfit's statement and the police explanation together, plus the context that Chandel is where "security forces and militant groups maintain a delicate balance under the SoO agreement."[295][305]

## NH-2: the pact rescinded (September 15, backfill)

Two weeks after the "reopening" that anchored 029, the agreement was unwound.[301][301] On September 15, the Kuki-Zo Council (KZC) rescinded its September 4 pact with the Union Home Ministry: "KZC has not declared the reopening of NH-02.[301] No free movement has been permitted on this route.[301] Our request was only to the people of Kangpokpi to extend cooperation to the security forces...[301] in maintaining safety of commuters along NH-02", and buffer zones "must be respected at all costs".[301] A senior government official told The Hindu the KZC was "playing with words to confuse the people", while conceding the softer reading: "Now they are saying that buffer zones should remain till a settlement or agreement is reached between two communities.[301] This shows that they are willing to hold dialogue with the Meitei groups for cessation of hostilities."[301]

The same Hindu dispatch carried two adjacent events that round out the month's start: CoTU spokesperson Lun Kipgen's verdict on the PM's September 13 visit — "The PM is not serious about solving the problem in Manipur.[301][301] But, at least his visit is symbolic to the Kukis...that his party in the State is responsible for the crisis" — and the Churachandpur flashpoint the record had flagged as a thread: "A day after Mr.[301] Modi's visit, several youth clashed with the police in Churachandpur on September 14, 2025, demanding the release of two men detained earlier for tearing down the posters put up for the visit.[301] The police then released the suspects."[301]

## The 30th month: NCRB, CoTU, and the festival (October 1-31)

The state also counted.[291][292][302][291][292][302] India Today NE reported on October 1 that NCRB data showed eleven police personnel killed "by 'riotous mobs'" in 2023, fifteen killed on duty in all; 24 civilians killed by extremists/insurgents — "the 'highest' in the country in 2023"; six people died in police lathicharge; 247 cases were sent for trial while 5,594 remained pending from previous years.[302] The Hindu's same-day NCRB piece (PTI wire) confirmed 14,427 violent crimes, 3,339 crimes/atrocities against Scheduled Tribes, and 5,421 rioting + 6,203 arson cases — numbers that match 029's ITNE report, marking the first independent second-outlet confirmation of the September NCRB tally.[292][291] Both outlets restated the toll "more than 260" — the death ladder holds at 260+, unmerged across the series' dated figures.[292][302]

The political calendar kept its own pace.[303][310][303][310] On October 1, the Committee on Tribal Unity (CoTU) of Sadar Hills declared October 3 "'Separation Day'", with a 12-hour complete shutdown on NH-2 from 6 am to 6 pm: "This October 3rd will be observed with full fervour...[303][310] to remind the Government of India that the Kuki-Zo community has already been physically and demographically separated from the majoritarian Meitei community." CoTU's notice repeated the marker it has kept since the violence — the 3rd of every month, in honour of "the 'brave and beloved brethren and fallen heroes'"[303] — and its related-news rail carried the next datapoint in the formation fight: "Manipur BJP MLA claims Centre to decide new state govt after November 15."[310]

And at month's end, the perception layer produced its own accounting.[300][309][300][309] The Internally Displaced Persons Students' Welfare Association (IDPSWA) condemned the government's decision to hold the Sangai Festival as the crisis entered its 30th month: "Tourism without truth and reconciliation is hollow"; temporary shelters had become "long-term dwellings, with no clear roadmap for resettlement or rehabilitation"; and the festival "sends an alarming message: 'that the displaced are to be forgotten while the façade of normalcy is projected to the outside world.'"[309] The statement is civil-society perception data — organized, published, attributed — and it contradicts, in public, the official "improvement" register of the same month.[300][309] The chronicle records both; it does not adjudicate which is truer.

## Bias & provenance watch (030)

- CLUSTER 030a (the CKMA chief's arrest, October 3): Hindu (PTI) and ITNE carried the same event from the same police statement — four arrests including Paokholen Guite, self-styled "commander-in-chief" of the Chin Kuki Mizo Army, two AK-47s, 181 rounds, ₹1 lakh, a car.[291][292][293]
[291][292][293] Register split: Hindu's headline names the "banned Kuki outfit" and closes with the PLA's Nambol ambush context; ITNE names the "banned outfits" plural and, via its related-news rail, links the arrest to the same-day UKLF warning.[291][292][293] No number conflict; the first-draft framing (police statement, "trafficking arms and drugs across the India-Myanmar border...[291][292][293] extortion") is identical in both.[293][304] - CLUSTER 030b (Chandel): the convoy-stopping mob was carried by both outlets on October 2-3; The Hindu added the Kuki-women detail and the bias suspicion, ITNE added the UKLF statement and the police "drug kingpin" explanation. Each outlet reported the other side's absence; neither reconciled the two readings in one story — the mob attack and its alleged cause are presented as separate facts by separate papers.[295][305] - CLUSTER 030c (NCRB, October 1): same official data, two cuts — Hindu/PTI's state-level "highest in the NE" register vs ITNE's readiness to lead with the police-deaths figure ("killed... by 'riotous mobs'") and the lathicharge count.[291][292][293][291][292][293] Remembering the chronicle's first NCRB report (029, ITNE only), this month adds the second independent outlet but no reconciliation of the "more than 260" toll variants.[292][302][291] - CLUSTER 030d (Muivah): single-outlet coverage. The Hindu owned the through-line (prep, return, sovereignty) in its heritage/legal register; ITNE's coverage was secondary (video rails, sidebars).[291][292][293][291][292][293] No second-outlet feature or competing frame was captured — the gap is recorded, not adjudicated: a 90-year-old insurgent's first visit inside Manipur in 55 years may be exactly the story the national press treated as regional.[297][298][299] - Multi-angle check: the formation push (which side claims "popular government" and when) is reported entirely through BJP MLAs' statements and PTI wires; no Congress counter-quote and no MHA comment appeared in this window. The "November" timeline and the "November 15" datapoint are BJP-sourced claims, not facts.[294][296][310] - Gaps not found: Governor Bhalla's reported September 21 "assembly session null and void" statement (threaded from 029) was not captured — the CDX window surfaced only the February 2025 article of the same title; the ITNE border-chiefs article (16 October) 404'd at the Wayback Machine despite a CDX listing (capture-date pitfall) and was left as a dead end; no source reconciled Biren's "improved" claim with the month's documented incidents; Mongjang/Gwaltabi/COPIPAL/NIA-court/CFSL threads remain open from previous months.

- Ledger: 19 sources added this month (the failed ITNE border-chiefs capture was registered but is uncited), 60 verbatim evidence quotes attached; draft verified green (--evidence).[291][292][293]

> "NH2 reopening does not mean unrestricted movement, say Kuki-Zo groups The KZC, a conglomerate of Kuki-Zo groups, said in a statement that “as there is still no settlement or agreement to the conflict between the Meitei and the Kuki-Zo communities, no one from either side must cross the buffer zones.” “KZC has not declared the reopening of NH-02. No free movement has been permitted on this route. Our request was only to the people of Kangpokpi to extend cooperation to the security forces, as directed by the Ministry of Home Affairs (MHA), in maintaining safety of commuters along NH-02,” it said."

> "A senior government official told The Hindu that the KZC is playing with words to confuse the people, adding that earlier they said that the buffer zone should remain till their demand for a separate administration are met. “Now they are saying that buffer zones should remain till a settlement or agreement is reached between two communities."

> "“The PM is not serious about solving the problem in Manipur. But, at least his visit is symbolic to the Kukis...that his party in the State is responsible for the crisis,” Mr."

> "ALSO WATCH Watch: What the National Highway-2 reopening means for Manipur? A day after Mr. Modi’s visit, several youth clashed with the police in Churachandpur on September 14, 2025, demanding the release of two men detained earlier for tearing down the posters put up for the visit. The police then released the suspects."
