This installment covers 1–31 July 2025. ## The extension On July 30, the Lok Sabha passed a resolution approving the extension of President's Rule in Manipur by another six months beyond August 13.[246] Speaker Om Birla said President's Rule was imposed in Manipur on February 13 and the House had approved it on April 2, with parliamentary approval valid for six months.[246] The Rajya Sabha had already approved the extension on Friday, July 25, on a motion moved by Union Home Minister Amit Shah, extending President's Rule till February 13, 2026.[250] The two approvals are mutually consistent: the extension carries the clock from August 13 to February 13.[246][250] ## The count Minister of State Nityanand Rai framed the extension around one number: "What can be a bigger proof of peace returning there than the fact that since President's Rule was imposed, there has been only one fatality with no casualties in the last four months."[246] The chronicle's documented record of deaths during President's Rule does not match that count, whichever window is meant.[187][236][unverified] Between February 13 and July 30, earlier installments documented: March 8, Kangpokpi, Lalgouthang Singsit killed; March 18, Churachandpur, Lalropui Pakhumate, 53, killed in a flag-hoisting clash.[187][189][190] June added more: June 19-20, Hoikholhing Haokip killed; June 30, Mongjang, four shot dead by unidentified gunmen.[236][237] Four of those deaths came in June alone, inside the "last four months" window.[236][237] The government's count is reported here as the government's claim, not adjudicated: different agencies may categorise bodies differently, and the chronicle cannot reconcile the two records.[246][unverified] The gap between the official count and the documented toll is the month's central reality-versus-perception signpost. ## The vote and the assembly With the extension approved, the state's political status stayed unresolved.[246][250] On July 22, the Manipur Pradesh Congress Committee sought clarification from Governor Ajay Kumar Bhalla on the constitutional status of the 60-member Legislative Assembly, which has not convened since August 2024.[256] State Congress president K. Meghachandra Singh asked whether the 12th Manipur Legislative Assembly "is still alive or already dead" or "constitutionally deemed to be dissolved from midnight" of February 11.[256] On the government-formation side, reports placed a bloc of 28 BJP MLAs in New Delhi pushing for the reinstatement of N. Biren Singh or an alternative BJP-led government.[250] Earlier in July, 20 BJP legislators from Manipur met party chief J.P. Nadda and Home Minister Amit Shah urging a swift political resolution.[250] ## SoO: the counter-memorandum The June 9 formal Centre-Kuki-Zo talks round (installment 026) drew an organised counter within a month.[232] On July 3, four organisations — Indigenous People's Forum Manipur, Meitei Alliance, Foothill Naga Coordination Committee and Thadou Inpi Manipur — submitted a joint memorandum to Home Minister Amit Shah urging the Government of India not to renew the Suspension of Operations (SoO) agreements with Kuki militant groups, alleging repeated violations and a failure to maintain law and order.[252] The Hindu frames the same memorandum across communities: four organisations "representing the Meitei, Naga, and Thadou communities", claiming that some 25 groups under the Kuki National Organisation and the United People's Front, which signed the SoO agreements in 2008, were responsible for inciting the violence that began on May 3, 2023, including arson in Torbung and Kanvai.[254] The memorandum's core structural argument: "The very groups responsible for violence are part of the mechanism meant to monitor it," a conflict of interest that limits the state government's ability to act against violations.[252] It recommended abrogation of the SoO or a comprehensive overhaul, a re-election so a popular government can decide, and prosecution of militants even if they are signatories.[252] The Hindu adds a cross-community nuance the ITNE report does not carry: a section of the Thadou tribe, represented by the TIM, resents being clubbed under the "Kuki" nomenclature — the same note the chronicle recorded in May 2025.[254][210] ## Tapes: the fresh report still outstanding The fresh CFSL examination ordered on May 5 (installment 025) did not reach the court in July.[258] The Supreme Court "tentatively listed the matter for July 28, after previously setting a deadline for the week commencing July 21", per Newsreel Asia on July 25.[258] The May 5 order had opened the sealed Central Forensic Science Laboratory report on the "Manipur Tapes" and instructed Solicitor General Tushar Mehta to obtain a new, comprehensive forensic examination.[258] As of month's end the fresh report had not been reviewed by the court.[258][unverified] Wire reports of the delay hearing (Economic Times, NDTV) could not be extracted — an access-denied page and a JavaScript shell — and are registered in the ledger uncited; that hearing belongs to the August handoff. ## Security and the weapons ledger The Army chief returned to Manipur on July 30: General Upendra Dwivedi's day-long visit reviewed the operational readiness of Assam Rifles and Indian Army units and included a call on Governor Ajay Kumar Bhalla.[247] July produced a fresh pair of seizure tallies.[253][257] July 26, valley: security forces seized at least 90 firearms and over 700 ammunition and explosives in operations across five districts — Imphal East, Imphal West, Thoubal, Kakching and Bishnupur — with a senior police officer saying several of the seized firearms were "reportedly looted from police armouries" after the conflict erupted in May 2023.[257] July 28, hills: a DGP office release put the haul at 155 weapons — AK-series, M4, SLR, INSAS, sniper, pistols and country-made — and 1,652 rounds plus 39 IEDs and 13 hand grenades, across Churachandpur, Pherzawl, Kangpokpi, Chandel and Tengnoupal.[253] The Hindu's wire report carried a recovery ledger that does not match the May installment's: "More than 3,000 of the looted firearms have been recovered, including over 1,500 after President's rule was imposed" (July 26), versus the May 2025 report of 3,000 recovered including 1,750 since February 13.[211][257] Same paper, different decompositions; the chronicle shows both and merges neither.[211][257] ## The drug corridor July 20, Jiribam: Assam Rifles, in a joint operation with Manipur police and CRPF, recovered 616 soap cases of heroin and fifty thousand methamphetamine tablets worth almost Rs 76 crore, from a boat on the Barak River.[249] The Hindu carried the same seizure via PTI wire with identical numbers, adding that former Chief Minister N. Biren Singh lauded the Assam Rifles for the recovery in a post on X.[255] The seizure is the strongest July sign of the cross-border drug corridor the chronicle tracks as a hidden-pattern thread.[249][255][unverified] ## Perception layer Two episodes show how the national political class talked about Manipur in July.[248][250] After Union Minister Kiren Rijiju urged the people of Manipur to be "grateful" to Prime Minister Narendra Modi for basic development and job appointments, Congress leader Rajesh Kumar Sethi called the statement "deeply problematic" and reflective of the BJP's "patronising mindset" toward the Northeast.[248] Sethi's rebuttal: roads, jobs, connectivity and security are "entitlements of every citizen in a democracy", and "PM Modi has not set foot in Manipur since the outbreak of violence" despite over 200 deaths and thousands displaced.[248] The claim that the PM has not visited Manipur since May 2023 has appeared in the chronicle's perception record before, and no chronicled source documents a Modi visit since the outbreak.[248][unverified] Ratan Thiyam, the acclaimed theatre legend, died in Imphal on July 23, and Jairam Ramesh attacked the Prime Minister's silence on his death as "insensitive and insulting to the people of Manipur".[250] Ramesh repeated the standing opposition frame — the PM has neither visited Manipur nor met its leaders or civil society since the violence began in May 2023.[250] Arambai Tenggol, whose leaders were arrested in June (installment 026), re-entered civic debate on July 23, supporting the government's anti-illegal-immigration memorandum as a "decisive step forward" and renewing its advocacy for measures like the National Register of Citizens.[226][251] The organisation pledged to collaborate with government agencies to "detect and deport illegal immigrants".[251] ## Bias & provenance watch - Outlet spread narrowed: 8 of 13 cited sources this month are India Today NE; 4 are The Hindu (two of them PTI wire); one is Newsreel Asia (independent).[246]-[258] - CLUSTER 027a (SoO memorandum): near-identical facts with minor label variance — ITNE "Kuki militant groups" vs The Hindu "Kuki extremist groups"; The Hindu adds the TIM/Kuki-nomenclature aside and names the 2008 pact; the memorandum's structural argument is quoted directly.[252][254] - CLUSTER 027b (Jiribam drugs): ITNE original (July 20) vs Hindu PTI wire (July 21) — identical figures; only the Hindu carries the Biren Singh X-post detail.
