This installment covers 1–30 April 2025. ## 1. 2-4 April — the 2 a.m. parliament Seven weeks after the February 2025 President's Rule was proclaimed, the statutory resolution finally reached the Lok Sabha floor — around 2 a.m.[197][198][196][198] on Thursday, 3 April 2025, immediately after voting on the Waqf (Amendment) Bill, 2025.[197] Union Home Minister Amit Shah moved the resolution "That this House approves the Proclamation issued by the President on the 13th February, 2025 under article 356(1) of the Constitution in relation to the State of Manipur", and it was adopted by voice vote.[198][196] The opposition parties supported the resolution but criticised both the hour and the state of the state.[198] The scheduling became its own story.[197][197][197][196] Congress deputy leader Gaurav Gogoi called the 2 a.m.[197][197][197][196] debate "an insult to the people of Manipur and complete disregard of the sanctity of the Parliament".[197] Congress communications chief Jairam Ramesh wrote that the proclamation was "bulldozed" through with "just an hour for debate and discussion but just about enough time for the Home Minister's falsehoods, twists, and distortions".[197] Rahul Gandhi, K.C. Venugopal and Shashi Tharoor asked the Speaker to move the discussion to the morning; Tharoor spoke anyway in the small hours.[197] Kanimozhi (DMK) said the midnight timing showed "the regard they had for the State"; Arvind Sawant (Shiv Sena-UBT) noted Prime Minister Narendra Modi was yet to visit Manipur; Supriya Sule (NCP-SCP) said President's Rule "is not good for democracy".[196] Shah's defence assembled a comparative ledger: Manipur was "shut for 212 days, more than 1,000 encounters took place" before his party's 2017 government; Naga-Kuki clashes of the 1990s "continued for a decade where 750 people lost their lives"; Kuki-Paite clashes of 1997-98 killed 352; the Meitei-Pangal clashes of the 1990s killed over 100 — and "neither the then prime minister nor the then home minister visited Manipur".[198][196] Two official claims deserve the chronicle's dated-number treatment: - **The death toll: 260.** "So far, 260 people have died in the violence that started in May 2023 and 80 per cent of them lost their lives within the first month," Shah said (via India Today NE).[198] The Hindu's same- day story states "More than 250 people have been killed", and the 17 April wire story says "More than 260".[196][204] These are the same month's figures, not merged — the chronicle's ladder now runs 258 (Dec 2024) → >250 / 260 / >260 (April 2025).[163] - **"No violence in the past four months."** Shah said on 2 April that "no violence has been reported in Manipur in the past four months".[196] The claim was repeated at the 5 April talks report as "no death in the last four months".[199] The chronicle's own record for late February-March includes the 8 March Kangpokpi killing of Lalgouthang Singsit (recorded via an MHA-meeting report; no first-hand source), the 16 March assault on a Hmar leader in Churachandpur, and the 18 March flag-hoisting clash that killed Lalropui Pakhumate, 53.[187][189][190] Whether those deaths fall inside the minister's "past four months" window depends on its start date; the claim as published contradicts the documented record and is flagged, not adopted.[196] ## 2. 4-5 April — the peace table that was convened and rejected On Saturday, 5 April, the MHA held a meeting in Delhi with delegations from both communities: a six-member Meitei side (AMUCO and FOCS) and about nine Kuki representatives, with retired IB special director A.K.[199][199][201] Mishra among the interlocutors.[199] The meeting was "aimed at enhancing trust and cooperation between the Meiteis and Kukis and finding a roadmap to restore peace and normalcy in Manipur", sources said.[199] India Today NE framed it as a "crucial dialogue" and "a critical step toward ending the months-long ethnic strife", initiated after Shah's assurance in Parliament.[201] The same evening, the valley's umbrella organisation rejected the table.[200][200][200] COCOMI said it "declined to participate in the 'so-called' peace initiative as it was 'stage-managed' by the MHA through a 'misleading narrative'" that the crisis was merely ethnic conflict over a High Court order.[200] Its convenor Laikhuram Jayenta called the conflict "an ongoing proxy war enabled and perpetuated by the Centre through the patronage of Chin-Kuki extremists nurtured since 2005 under the guise of the Suspension of Operations (SoO) agreement" and said the people of Manipur "consider the Centre an active party to the conflict, not a neutral mediator".[200] The latest meeting was, in COCOMI's words, "another tactical manoeuvre to fabricate an illusion of progress, conveniently timed to furnish talking points for the Home Minister's parliamentary address".[200] CLUSTER 024a — one event, three frames.[201][199][200] India Today NE's early report (5 April) carries the government's initiative frame with no mention of the rejection; the Hindu's PTI dispatch (midday) is descriptive and includes Shah's "no death in the last four months"; the Hindu bureau's evening story carries COCOMI's counter-framework in full.[201][199][200] The first draft of "the peace talks" was set by the government's framing; the rejection entered the record later the same day, and only through one outlet. ## 3. 6-8 April — the Waqf flashpoint in Lilong The Waqf (Amendment) Bill's passage lit a second fuse inside the valley.[202][202][202] On Sunday night, 6 April — the BJP's 46th foundation day — a mob of "more than 7,000 people, armed with sticks and stones, stormed into the house of Mohammed Asker Ali" in Lilong, Thoubal district, and set it ablaze.[202] Ali, president of the BJP Minority Morcha, had publicly supported the Waqf Amendment Act, 2025; Lilong is a Pangal (Manipuri Muslim) majority area of the Meitei-dominated valley.[202] The district magistrate imposed an indefinite curfew over the constituency under Section 63 of the Bharatiya Nagarik Suraksha Sanhita.[202] Ex-Chief Minister N. Biren Singh called it "an attack on the principles of democracy, free expression, and political conviction", noting Ali's "only 'offence' was speaking out in support of the WAQF (Amendment) Bill 2025".[203] Ali himself apologised on Facebook: "I feel so sorry for what I have said. Next time I will not do it," and "I am clarifying that I don't support Waqf Amendment Bill and it should be repealed."[203] The episode is a third-community marker in the chronicle's record: the Meitei-Kuki binary does not exhaust the crisis.[202][203] The Pangal minority — caught between a national law, a valley majority mobilising against it, and a minority-morcha leader backing it — becomes the month's flashpoint, and the Lilong arson draws the same protest-and-curfew pattern the chronicle has tracked since 2023.[202][203] ## 4. 17 April — the tapes get a forensic deadline The leaked-audio-clips thread (chronicle 016, 019, 021) advanced to forensics.[204][205][204][205] The Centre told the Supreme Court on 17 April that the Central Forensic Science Laboratory report on the authenticity of the clips "alleging the role of former Manipur Chief Minister N.[204][205][204][205] Biren Singh in the ethnic violence" was ready and would be filed shortly in a sealed cover; the CJI-led bench deferred the KOHUR hearing to the week commencing 5 May.[204][205] KOHUR's advocate Prashant Bhushan characterised the clips as a "very serious matter", said Singh was "purportedly heard saying that Meitei groups were allowed to loot arms", and claimed "a truth lab confirmed that 93% it is the voice of the chief minister, and truth labs are far more reliable than the FSL reports".[204] The solicitor general, for the Centre, called the petitioner ideologically inclined and cited a three-judge committee report of "efforts to keep the 'pot boiling'".[205] CLUSTER 024c — a single-wire month.[204][205] The Hindu and India Today NE both carry the 17 April court story as PTI copy with near-identical text; the differences are headline wording ("Report on authenticity" vs "Forensic report") and one detail of the Bhushan quote ("93%" vs "93 per cent").[204][205] Two outlets, one wire — an indicator, noted for the provenance watch, that the forensic arc is being reported at one remove. ## 5. 23 April — 'Separation Day' The Indigenous Tribal Leaders' Forum called for observing 3 May as 'Separation Day', marking "two years of total separation from the Meitei community", at the Wall of Remembrance in Churachandpur's Tuibuong, with the 'Jangnadopna' condolence ritual and no shutdown.[207] The Hindu's companion observation restates the partition-like status quo: "the Kuki-Zo and Meitei communities have either avoided or have been barred from travelling to each other's territories", and the state has been "relatively peaceful" since President's Rule — the same official register that the 2 April "no violence" claim tested.[207][199] ## 6. Backfill (dated 7 March) — the 1,023 arms The ">1,000 arms surrendered" figure flagged in installment 023 as[unverified] is now confirmed by a Hindu/PTI story dated 7 March 2025: "A total of around 1,023 arms have been surrendered by members of the public in five valley districts, five hill districts and Jiribam during the surrender period", more than 760 of them from the valley.[206] The same story notes the five Naga-majority districts "where no ethnic violence has been reported since May 3, 2023", and records the post-deadline combing operations of 6 March: 36 arms, 129 ammunition, seven explosives recovered and 15 illegal bunkers destroyed (12 at K. Langnom and Khengjang, three at Haraothel, all in Kangpokpi).[206] ## 7. Own analysis — the peace register versus the record Three patterns stand out this month. First, the official register of calm ("no violence", "relatively peaceful", "no death") runs ahead of the documented record: the 8 March and 18 March deaths sit inside any plain reading of "past four months", yet no published rebuttal to the claim was captured this run — the record-keeping gap 023 logged on the 8 March Kangpokpi violence now matters more, because the official narrative depends on that event being invisible.[196][187] Second, peace-process choreography: the meeting of 5 April was promised in the 2 a.m.[200] parliament and delivered within days, but the valley's largest civil-society umbrella rejected it the same evening as "political optics" — the first time in the chronicle's record that a Centre-mediated Meitei-Kuki meeting was publicly declined, not just contested.[200][200] Third, the Waqf flashpoint shows a national bill arriving on Manipur's faultlines: the Pangal minority's pressure point is used by the former CM as a democratic-values story, while the mobilisation against the Bill in the valley repeats the protest-curfew cycle.[203][202] The 2 a.m. scheduling — Manipur debate after the Waqf vote — couples the two issues in one night's parliamentary record.[197] ## 8. Bias & provenance watch - First drafts: Hindu (Vijaita Singh) carried the 2 a.m. debate detail at 03:47 IST 3 April; India Today NE's confirmation story updates later the same morning; COCOMI's rejection of the talks entered via The Hindu bureau only (evening 5 April).[196][198][200] - Wire duplication: the 17 April forensic story is PTI copy in both outlets — coverage of the tapes thread is thinning to single-source.[204][205] - Number discipline kept: 250/260/>260 death figures dated and unmerged; "no violence in past four months" flagged as contradicted by the chronicle record.[196][198][199][204] ## 9.
